Hi!
There is no restriction on participation, you can absolutely participate!!
In regards to the prize, the eligibility requirements are based on local laws and regulations. We provide a travel reimbursement per person for up to $2,000 that includes flight and hotel, however, if there are laws or restrictions or personal reasons that make you unable to travel, we would provide an alternative prize of equal or greater value that would not require travel.
This is pulled from the official rules:
1. WHO IS ELIGIBLE
To register for Neo4j’s Graph Hack project (“Contest”), participants must be at least 18, be located where the Contest is allowed by law and must follow the entry requirements in the “How to Enter” Section below. Your participation in the Contest constitutes your agreement to be bound by these official rules (“Official Rules”). Void where prohibited by law. Employees, officers, directors, agents, and representatives of Neo4j, Inc. (“Neo4j”) its affiliates and subsidiaries, and their immediate family and household members, are not eligible to enter or to win. Employees, officers, directors, agents, and representatives of the United States federal government, and their immediate family and household members, are not eligible to enter or to win. Contest entrants are referred to as “you” or “participant”.False and/or deceptive entries or acts shall render participants ineligible.Projects Rules:New projects only. No pre-existing projects will be accepted. Submissions must be original work of you and your team. Projects must be posted as a public Github repository and taggedwith ‘Neo4j’.Team Size Maximum:Team sizes must be between 1-4 participants. If you have more people that want to be in your team, that’s great! Unfortunately, it’s probably best if you split into two projects. (you can still work side-by-side and help each other!)Engineering help:Need help with a specific problem? Post your technical questions on the Neo4j Community Site
